Defra has issued guidance on submitting proposals for a methodology that will help determine the waste electrical and electronic equipment (WEEE) compliance fee for 2016.
The revised WEEE regulations, which came into force in January 2014, set out a system of household WEEE collection targets for producer compliance schemes. As part of these revised regulations, WEEE compliance schemes can now pay a fee to meet the cost of its members’ obligations should it fail to meet collection targets. The compliance fee is intended to act as an incentive to WEEE compliance schemes to reach their collection targets without having to buy evidence from other schemes which may have collected more than they need. It is determined after the end of each compliance year, and schemes do not learn how much they are required to pay until each scheme has submitted their final evidence.
A methodology proposed by the Joint Trade Association was approved for use by the government in both 2014 and 2015. Defra will accept proposals to establish the fee for 2016 until September 30. The methodology for the fee will be announced in mid-February before the compliance deadline of March 31 2015.
Should Defra opt to use a compliance fee for 2016, the Secretary of State for Environment will approve a methodology to determine the fee.
